You can edit your theme with background and everything and afterwards, to change only the background of apps like in Microsoft Word or Excel, go to: %USERPROFILE%\AppData\Local\Microsoft\Windows\Themes
Copy your theme to desktop and rename to a chosen name.
Right click on it and choose open with notepad.
There, go to the bottom where you have a group called [Control Panel\Colors] where you can change all types of stuff. The background color in Word / Excel and other applications is found under that group, under the name of Window.
The default value of Window is Window=255 255 255, which is white. To change to silver, change 255 255 255 to 192 192 192.
Make any other needed changes, save and copy the modified file to your themes folder (%USERPROFILE%\AppData\Local\Microsoft\Windows\Themes). Now right click on desktop, select personalize - themes - theme settings. There you can choose the customized theme and load it. Background should change immediately. If you have Word / Excel / etc running, you might need to restart them.

If you don't want to meddle with such things and would be happier just to change one of the high contrast themes to your desired colors, do the following.
These options are not available on the basic theme selection screen. In there you can change text color, button color, background color, highlighted text color etc.
1. Go to Control Panel - Ease of Access - High Contrast 2. Select one of the existing high contrast themes 3. Modify options how you want, 4. Press the Apply button and it will ask you to save before applying.
Note: It will ask you to save for every modification you make and you won't be able to overwrite an already existing theme. So if you change background 10 times, you will have to save 10 themes. This is very annoying, so you will want to delete some of the created themes. Here's how to do it:
1. Go to Control Panel - Personalization (or right click on desktop and choose Personalize) 2. Select Themes - Theme Settings 3. In My Themes, there are the themes you created 4. Right click on one of them and choose Delete.

In Windows 11, after doing stuff as in post #1, normally you won't be able to find the menu options.
Simply double click the modified theme you copied/moved to %USERPROFILE%\AppData\Local\Microsoft\Windows\Themes
