Use a custom number format that doesn't show zeros, for example, one of these:

If your decimal separator is . (point):
$0.00;($.00);;@
0.00%;-0.00%;;@
0;0;;@

If your decimal separator is , (comma):
$0,00;($,00);;@
0,00%;-0,00%;;@
0;0;;@

If you want to display thousands separator you can use the following format:
#.###;-#.###,;;@

I used the following on the table with values used to make the chart:
1. Select the data range.
2. Click the Number group's dialog launcher (Home tab). In Excel 2003, right-click the selected range and choose Format Cells.
3. In the resulting dialog box, choose Custom from the Category list.
4. In the Type field, enter 0;;;

Since I had values with no decimals I used the above: 0;;;
For numbers with decimals use: 0,0;;;
For percentages use: 0,0%;;;

For numbers with 2 decimals and thousands separator, i used: #.0,00;;;
