For this you might need admin rights. On the other hand, you might not. I was able to do it on a developer system where I had /all transactions available, true. I can't do it on a current server (that is not dev) because I don't have access to the required tcode to begin with.
Note:
You can first check a registry entry, to see if admin disabled it on your PC.
HKEY_CURRENT_USER\Software\SAP\SAPGUI Front\SAP Frontend Server\Security
UserScripting must be set to 1. If it's set to 0, change it to 1. SAP must be closed. You might need admin rights to change the registry.
0. Connect to server and in Customize local layout (ALT+F12) and Script Recording and Playback should be greyed out
1. You need to access tcode RZ11
2. Insert parameter name: sapgui/user_scripting
3. Click on the Display button
4. Under Current Value of Parameter sapgui/user_scripting (second table) - Current Value should be FALSE if script recording is disabled
5. Click once on Current Value
6. Click on the Change Value button (or CTRL+F5)
7. In New Value field insert: TRUE (must be with CAPITAL LETTERS, otherwise SAP will see it as false).
8. Click the Save button
9. Exit the server connection (X / close button and Yes button to disconnect from server)
10. Reconnect to server
11. Go to Customize local layout (ALT+F12)
12. Script Recording and Playback should be no longer greyed out.
