First off go to Windows Explorer - Organize - Folder and Search Options - View and: - check Show hidden files, folders and drives - uncheck Hide protected operating system files
Then enter the folder you can't delete and you can see that there is a file called Thumbs.db in the folder. You can't delete the file yet. Set the view to details in order to see the size of that Thumbs.db file (eg. 11 KB).
Assuming your folder contained PDF files, you must copy any PDF file there and change the view to Large icons or Extra large icons so that the thumbnail appears, then switch back to details to see the size of Thumbs.db - it must have changed now. Select Thumbs.db file and delete it - it should work. Then delete the whole folder.
If you had image files before, you will need to copy an image file to the folder. And so on.
You must copy a file that was before in there so that the Thumbs.db file is reloaded.
I tried copying a jpg file in a folder that didn't contain a jpg previously, but a pdf, and it didn't work. I had to copy a pdf in there.
MAKE SURE YOU GO BACK TO Windows Explorer - Organize - Folder and Search Options - View and: - CHECK Don't show hidden files, folders and drives - CHECK Hide protected operating system files
