- Create a new shortcut with the path for example:
explorer "C:\Important\New Folder"
then click Next.
- Name it as you please, then click Finish
- Right click the shortcut and select Pin to Taskbar. Now you can delete the desktop shortcut (or where you created it) - the taskbar shortcut will work just fine.
Note:
You can create a shortcut to a non-existing folder to have it open the default Windows Explorer path, which is My Documents. The same thing happens if you delete the folder you originally made a shortcut to.

instead of explorer "C:\Important\New Folder\"
this also works:
C:\Windows\explorer.exe D:\Important\New Folder\

Pin This PC on taskbar.
Create a New - Shortcut with the following path:
| %SystemRoot%\explorer.exe shell:MyComputerFolder |
Change icon to the one from Desktop, you an find it in:
| C:\Windows\System32\imageres.dll |
Right click on it and Pin to taskbar.
