The basic formula:
=COUNTIF(RANGE;"*TEXT*")
You can easily adjust this formula to use the contents of another cell for the criteria. For example, if A1 contains the text you want to match, use the formula:
=COUNTIF(RANGE;"*"&A1&"*")
