I'm using PDFX-Change Editor Free but you can do it with any program as long as you find the required dimensions (see below)
1. Open the PDF file containing images (scanned document)
2. On the bottom left corner of the document there is an Options... button, click on it and select Content - a side pane should appear showing all the pages in the document.
3. Click on the small triangle to the left of a desired page and show the image it contains and there is info on the width (w:) and height (h:) of that image.
4. Next to the Options... button on the bottom, there are the page dimensions - click on them to change them to inch.
5. Now divide the w: from Content to the W: of the page in inch. Do the same for h: and H:. The result of those divisions is the DPI of your PDF scanned document.
You can now export a page with that DPI, edit it if required and later merge it back into the PDF file.
You can use any software as long as you can find the scanned image size and the document page width and height (usually A4 which means W=8,264 in and H=11,694 in), you are good to go.
