Windows hasn't changed these shortcuts, so it must be an application.
The application that caused the change from moving windows around to increasing / decreasing brightness (L+R) and sound (U+D) was Volume2.
Fix:
- open Volume2 options
- Keyboard
- delete any Win + arrow assignments
