If ALT+F11 no longer works it means some other program is using that shortcut.
In most cases it's Geforce Experience - it's using ALT+F11 for some in-game overlay command.
If you are not using GF Experience's in-game overlay you can disable it altogether:
- open Geforce Experience
- click on the cogwheel at the top right next to your username to open settings
- under General, the 3rd section should be IN-GAME OVERLAY
- disable it
