If you've encountered this error it means you are using OneDrive.
1. First force close the frozen apps from Task Manager
2. Open OneDrive - Settings - Office
3. Uncheck "Use Office applications to sync Office files that I open"
4. Confirm if a message box appears, then click OK.

Another one that happened on Word instead of Excel:
This is usually due to the fact that the file was first made on somebody else's computer and the made it based on a certain word template (not necessarily Normal.dotm).
While opening a file, it shows: Contacting... //blabla/blablabla/blablabla/TEMPLATE.dotm and it takes a while to check if it exists, then it checks the path //blabla/blablabla/blablabla/, then //blabla/blablabla/ then //blabla/ and finally it opens the file.
To stop this from happening you must change the template on which the file was initially made.
Go to DEVELOPER tab, click on Document Template, and in the Document Template field replace the existing link (should be a long link) by clicking on the Attach button and selecting Normal.dotm in your C:\Users\USERNAME\AppData\Roaming\Microsoft\Templates folder.
Then click on OK and save your file.

This has apparently changed on Windows 11 at least. There is no above option anymore and nothing else seems to fit.
