Some PDF files you find on the internet will automatically download, even if you have Adobe Reader installed and your browser is the latest version and with the Adobe add-on installed.
To prevent this from happening, you can add the &Open=True string after the .pdf in the link, see examples below.
this will download the PDF file in the default download location or ask you where to save: https://docs.wto.org/dol2fe/Pages/FE_Search/ExportFile.aspx?id=285196&filename=2022/TBT/EEC/22_3991_01_e.pdf
while this opens the PDF directly in my browser (Firefox): https://docs.wto.org/dol2fe/Pages/FE_Search/ExportFile.aspx?id=285196&filename=2022/TBT/EEC/22_3991_01_e.pdf&Open=True

This might not work if you don't have Adobe Reader installed or on your PC (not the add-on).
If that is the case, you can install the following addon to make it work with &Open=True:
If you use a download manager like for example Internet Download Manager, it will try to take the download automatically.
