The problem is well described in the following link:
I have 2 monitors, both on Full HD resolution, and on my main monitor it started happening right after installing Windows from scratch.
Solution (from link above) for my NVIDIA GPU is:
1. Right click Desktop - NVIDIA Control Panel 2. Manage 3D Settings 3. Click the tab "Program Settings" 4. Select a program to customize: Google Chrome (chrome.exe) 5. Set "Image Scaling" to On 6. Click "Apply"
The screens might go black for a few seconds, but then you will see the change (no more black / white bar) without restarting Windows.

One quick fix is to make the application full screen then back to normal - eg pressing F11 to go full screen, then F11 again to remove full screen.
Also try CTRL+SHIFT+WIN+B to reset the graphics driver.
Boom! Solved!
