Simply use the following syntax in the search box to open the profile of the desired user and be able to follow them:
spotify:user:username
then hit enter.
Note that your username is not the name that shows on your profile, like Jack or whatever. So if you know someone's profile name, it doesn't mean you can search for their profile. They must tell you their username, then you search it and you can follow them.
The username can be found in your Account - Edit profile - then at the top of the page, it should be some 26 character string of random letters and numbers.
So your search above should be something like:
spotify:user:abcdefg226a92kz4zo0qlj1bm
then hit enter.
