Apparently Windows 7 was the last version of Windows to open HLP files natively. After Windows 7, Microsoft removed support for it.
Opening
To open and browse HLP files, you would have to download winhlp32.exe from somewhere, or install Windows in a Virtual Machine and get it from there. However, the easiest way I found was using a Windows XP CD or ISO file, credits to:
Open the CD/ISO, go to i386 folder and copy the file winhlp32.ex_ to a desired folder in your PC. Open CMD in that folder, and type the following command to get the winhlp32.exe file:
| expand WINHLP32.EX_ winhlp32.exe |
You can now use winhlp32.exe to open and view HLP files.
Decompiling
To decompile HLP files into its source files (RTF file + HPJ file + bmp/wmf images if any inside the HLP file), you need a free decompiler called helpdeco: (free application by Manfred Winterhoff)
Extract the archive, open CMD in the helpdc21 folder and run the following simple command:
| helpdeco "path to HLP file\file.HLP" |
The files will be extracted directly into the helpdc21 folder: RTF file (text) + HPJ file (config file) + BMP/WMF files (pictures, if any inside the HLP file)
