I've noticed this issue, and when trying to change their size in VBA, they would limit the size I could set. I am using multiple monitors, with different resolutions (laptop is 4K, monitor is full HD).
Solution:
Open Excel - File - Options - General
At the very top, there is a "When using multiple displays" section, and with 2 options, of which "Optimize for compatibility" is the one that should be selected to prevent shrinking.
