I have this issue with my laptop - after a Windows update, but not always after an update, sometimes at random. The taskbar gets improper icons for my startup applications, and it freezes having me restart explorer.exe.
At startup the icons on the taskbar for open applications don't show properly, e.g. for Windows Explorer windows, Teams, Outlook. I have Teams starting with Windows, I leave Windows Explorer windows open at shutdown to have them open automatically with Windows (Options - View - Restore previous folder windows at logon), I have Outlook added to shell:startup.
All these applications set to run at startup should not be a problem. Apart from Outlook which I manually set, the rest are Windows native settings. If I open an excel file while the taskbar has this issue, it won't show an icon for it. I have to restart explorer.exe for it to work normally. But if I restart explorer, I lose all my open folder windows.
I have not installed any explorer modification apps like ExplorerPatcher or anything like that cause I am a regular user - no admin rights.
When I have admin rights I do a /sfc scannow or the other similar restore health commands. Without admin rights, we have to get creative a bit.
I haven't had the chance to test the quick fixes today, maybe next time it happens.
1. Quick fixes (without losing open folders)
Quick Fix 1: Press WIN + CTRL + SHIFT + B
This will force Windows to briefly flash the display driver and refresh the entire desktop shell layout without closing any running applications or Explorer windows.
Quick Fix 2: Press WIN + I to open Settings - Personalization - Taskbar - toggle "Automatically hide the taskbar" ON, then toggle it OFF.
Changing this setting forces explorer.exe to completely tear down and rebuild the taskbar UI thread, which often restores frozen icon slots instantly.
Quick Fix 3: Press CTRL + SHIFT + ESC, find "Windows Shell Experience Host" under the Processes tab, select it and End Task
Windows will immediately restart this background task bar process automatically, leaving your open File Explorer windows untouched.
2. Fixing so it does not happen again
Fix 1: Add a delay to manual startup apps
Press WIN + R, type shell:startup, press ENTER
Instead of a shortcut for ShareX for example, create a new text file, add the following to it:

Save As - ShareX_delayed.cmd
If you have the New Outlook at startup:

Fix 2: Clear the User Icon Cache
Close open applications.
Press Win + R, type %localappdata%\Microsoft\Windows\Explorer, and press Enter.
Select all files that start with iconcache or thumbcache and delete them. (If a file says it's in use, skip it).
Restart your laptop normally. Windows will automatically rebuild a clean icon cache on your next boot.
