Open winamp and create a new empty playlist.
Save it into your winamp folder (usually C:\Program Files\Winamp) with the name: winamp. Right click on the file, select properties and tick the "Read-only" option.
Delete the winamp shortcut on the desktop and replace it with a shortcut to this newly created playlist.
Now, whenever you open winamp from the new shortcut, the list will come empty.
