You can do it if you Protect the sheet. Right click on sheet tab>Protect sheet.
If you do not give it a password though, users will still be able to Unprotect the sheet.
Also, be aware that by default, all cells on a sheet are Protected by Default, so when Sheet Protection is applied, you cannot enter or modify cell contents.
You would need to select all of the cells where you want Data entry to occur, and remove the locked attribute >right click >Format>Protection before you apply sheet Protection.

If highlight the cells that you want to be able to edit, click Format, Cells and then choose the Protection tab. If you then uncheck the Locked check box and click OK and then choose Tools, Protection, Protect Sheet you will find that you cannot change the column width but you can still edit those cells formatted as unlocked.
