To disable the "always ask before opening this file" for already downloaded files use this little software:

To disable that message for files you will download at a later time, do this:
1. Go to: start -> run
2. Write: gpedit.msc
3. Navigate to: User Configuration > Administrative Templates > Windows Components > Attachment Manager
5. Enable "Do not preserve zone information in file attachments".
