What you would achieve:
In a cell set to write dates in format 14.02.2018 (Romanian usual format), if you insert 14.2 and press enter or click away from the cell in any way, date should automatically become 14.03.2018 (short date) or 14 februarie 2018 (long date).
What to do:
Settings don't have to be made in excel, but in Control Panel - Region and Language - Change date, time, number format and set format to Romanian (Romania). You will see at the bottom examples for short date and long date.
Upon setting this, you just have to write 14.2 in excel to obtain a short date format of 14.02.2018
