Find nearest value greater than
=MIN(IF(A1:B6>E1;A1:B6))
and press Shift + Ctrl + Enter
Find nearest without going over
=MAX(IF(A1:B6<E1;A1:B6))
and press Shift + Ctrl + Enter
Then you can use index-match to return the value / text from another column.
