The matter is simple - open CMD inside the folder (Shift + Right click the folder - Open command window here).
Type in: DIR /X
Then find the short name of the file (8.3 old DOS style), that looks like: WHYSOL~1.TXT (it doesn't necessary have an extension though). See below the image from the Source above:
Then type in: DEL WHYSOL~1.TXT
or whatever the file name is.

If you are a WinRAR user, you can open the location of the file in WinRAR, select the file and press SHIFT+DELETE to permanently delete the file, then confirm the deletion.
