You would think this is done from Outlook, but it's not.
The only sound related option is in File - Options - Mail - Message arrival where you must add a check on the "Play a sound" option.
1. Now go to Control Panel - Sound - Sounds tab.
2. Under Program Events, under Windows, locate New Mail Notification.
3. Click Browse and select a different sound file
Note: the file must be in WAV format.
