This is done by actually using a neat extension called Switchmark - I hope it's still available when you are reading this post.
Search it on the chrome web store: https://chrome.google.com/webstore/search/switchmark
Install and pin it by clicking the puzzle piece to the top right. Once you pin it you'll notice it has a 1 shown on its icon, that means bookmark bar number one.
By default, 2 bookmark bars are selected, so if you click its pinned icon, the number 1 would change to number 2 showing a 2nd bookmark bar.
To get more bookmark bars, open chrome://extensions/ and click Details under Switchmark.
Click on Extension options and select how many bookmark bars you want to have between 2 and 8.
Once selected it will show a "Saved" text confirmation and that's it.
