By default, WIN+E opens either Quick access or This PC.
If you want to open a specific folder instead, you need to install AutoHotkey, then add the following lines to Notepad and save file with .AHK extension.

Run, %SystemRoot%\explorer.exe "YOUR FOLDER ADDRESS GOES HERE"

To have it start with Windows and set WIN+E to open your folder by default, copy the AHK file to Start > Run > shell:startup
