There are multiple options for this as you can see in the source link.
The one I liked most is one working on both Windows 10 & Windows 11:
- Go to Windows Settings (Win + I)
- Apps > Advanced app settings > App execution aliases
- You will see that "Outlook (New)" have a alias of "olk.exe"
- Go to Windows Run (Win + R)
- Type: shell:startup
- Create a shortcut in the folder to the location "olk.exe" and finish
