After you rotate the whole drawing (eg. I have a map), all your text is upside-down (rotated 180 degrees).
Use the QSELECT command select only the text.
Then use the PROPERTIES command and under "Text" branch, set "Rotation" to 0 degrees.
Some text might move a little so please check your drawing to see that everything is in place.
