This error appeared for an USB removable drive when I tried to make it fixed in order to partition it.
The USB drive didn't appear in My Computer and under Device Manager WPD File system volume driver had error 10 shown: The device cannot start.
1. Right click on My Computer and select Manage
2. Go to the Storage branch and select Disk Management
3. Your device must be in the list, next to your hard drive partitions
4. Right click on it and select "Change drive letter and paths"
5. You notice that there is no letter for your drive in the box that appears
6. Click on the Add button, then select a letter for your drive and click on the OK button
You're done!
