The way to fix this is by telling your computer how to handle letters which are not unicode, meaning, to tell the computer that the font which it is showing is in Cyrillic.
1. Go to Control Panel - Region and Language
2. Administrative tab - Change system locale... (you will need administrative privileges)
3. Choose your Cyrillic based language (ie Russian) - OK
4. Restart PC
Another option is to:
Start > Control Panel > Clock, Language, and Region > Regional and Language Options > Formats (The Tab) > Russian > Apply|OK > Open text file with problems
NOTE:
On windows 7 Enterprise or Ultimate you could install cyrilic language pack
Doesn't work on Windows 7 Starter up to Professional
