I have a 3 TB external HDD and after having some problems with it, I had to wipe out everything.
It turned out I could only make a 2TB partition and another 700 GB would remain as unallocated space.
It seems that there is a limit of 2 TB for MBR drive, so you must make your HDD that is bigger than 2 TB into a GPT drive.
Right click on My Computer - Manage - Disk Management - right click on the external HDD - convert to GPT
Done, now you can format it.
