This involves some registry editing. To avoid that see this topic:
This will add folders in My Computer / This PC under Devices and Drives, next to Local Disks
Using the info from sources, I created the following CLSID to add a folder linking D:\Downloads to My Computer, saved as .reg and then I imported it into the registry
Windows Registry Editor Version 5.00
[HKEY_CLASSES_ROOT\CLSID\{00000000-0000-0000-0000-000000000001}] @="D Downloads" "InfoTip"="Open D:\\Downloads"
[HKEY_CLASSES_ROOT\CLSID\{00000000-0000-0000-0000-000000000001}\DefaultIcon] @="imageres.dll,165"
[HKEY_CLASSES_ROOT\CLSID\{00000000-0000-0000-0000-000000000001}\InProcServer32] @="shell32.dll" "ThreadingModel"="Apartment"
[HKEY_CLASSES_ROOT\CLSID\{00000000-0000-0000-0000-000000000001}\Shell]
[HKEY_CLASSES_ROOT\CLSID\{00000000-0000-0000-0000-000000000001}\Shell\Open]
[HKEY_CLASSES_ROOT\CLSID\{00000000-0000-0000-0000-000000000001}\Shell\Open\Command] @="C:\\Windows\\explorer.exe D:\\Downloads" |
After, I created the actual registry entries that add the CLSID created above to my computer, and since I'm on 64-bit Windows, they are in 2 locations - use only 1st line for 32-bit Windows:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\MyComputer\NameSpace\{00000000-0000-0000-0000-000000000001}]
; 64-bit Windows also needs this: [HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Windows\CurrentVersion\Explorer\MyComputer\NameSpace\{00000000-0000-0000-0000-000000000001}]

The result in My Computer, before C drive:
See the sources for more, like adding that folder to Control Panel or to Desktop as a system folder
