[WINDOWS] Can't Empty Recycle Bin

One of my external HDDs shows some files in the $recycle.bin folder, but the files don't show in Recycle Bin.

1. Opened CMD

2. Wrote the following line and pressed enter:

rd /s /q H:\$Recycle.bin

3. Done
