[WINDOWS] Windows 7 delays ' and " (dead keys)

The delay in appearance of ' and " is because the keyboard is waiting for the next key press:
Windows 7 uses the United States - International keyboard as the default keyboard layout. (you can see it in Control Panel > Region and Language)
In this layout, apostrophe (' and ") key is set as "dead key" by default.
Dead key is a useful feature because if you press some other keys like a, e, c, ... immediately after it, other new characters are entered.
As an example, pressing c after ' results in ç.

If this feature is useless for you, you must do one of the below:

1- use another keyboard layout instead of US international. If you can't find any suitable one in the "keyboards and languages" list in "Region and Language", you can use "Microsoft Keyboard Layout Creator 1.4" software to design a layout for yourself. You can change the character for each key and by right-click on apostrophe key (both in normal and shift states) remove the tick of use as dead key. Then go to project tab and "build dll and setup package".

after running the created exe file, you have your own keyboard in the list.
2- Simply be patient and press the apostrophe key exactly twice and then, immediately remove one of them. You must do the same for " if you want it. The delay in appearance of ' and " is because the keyboard is waiting for the next key press.
